Outage in US-3 PaaS region

This is a follow-up on the outage that resulted from scheduled maintenance on 11th April 2018.

Our teams are working to restore services to affected customers. More development environments have been restored to working states. For some, customer action will be required to complete the restoration. We will be opening support tickets and communicating to complete this process in the most effective manner possible.
